[NLA] David's model and teacher certification

I'd like to clarify this.
In Ohio any teacher working with an LEA (Local Education Agency-K-12
program) is required to hold certification./licensure.We have no adult ed.
certification.  The adult education system then requires  and provides
professional development for all adult ed teachers (LEA or not) through an
adult ed. resouce center network. We have 5 centers across the state that
provide adult ed centered professional development.
All teachers  are required to complete a professional development plan
annually and complete 1- 2 activites related to their teaching area and
needs.(depending on hours in the classroom).
