[NLA] Certification, state-approval, and the AELS

The US Dept of Education's original English Literacy Civics RFP was almost 
like that, and a great move towards freedom. Unfortunately, they changed all 
the rules once the received the proposals, and eventually, they gave the 
monies to the State Depts of Education who, of course, re-bureaucratized the 
whole process. They couldn' keep a good thing going, it was too dangerous, I 
guess.
