Eileen:

A couple of points.

1)  You write that you are in favor of program-based research.  It is hard to 
understand exactly what you mean without an example or more of what this 
research actually is.  Examples would be useful and an addition to the 
discussion.  Where is the EFF field research to be found?  Are the other 
studies referred to in FOB?  Is that Chris Smith?

2)  With respect, I think the term "conventional"   is broad enough to take 
in many of the types of studies we have discussed here.  The term 
"scientific" also covers a lot of ground.    In general usage, I think the 
term "scientific" can be and often is, applied to many types of research 
which follow recognized rules of evidence and interpretation.  I find it 
difficult to follow your argument when you define words idiosyncratically.  I 
thought, therefore, it might be useful to look at examples of work that are 
not "scientific" in your meaning.
