[NLA] Immigration policy and ABE/ESL students

Hey all, recently our local immigration office informed our community college that every single student enrolled in our institution will have to have proof of legal residence, citizenship, or a student visa in order to enroll at the institution. This is an old department of justice requirement for people attending postsecondary education. However, there are some exceptions, individuals attending ABE programs, migrant education programs, or individuals who fall under the noriega act were not required to provide proof of the items required for post secondary education (other requirements applied). The message from our community college has been that nobody is to be enrolled without one of the three requirements. This would go aganist other regulations previously in place.
Does anyone know or has any information that you can provide to me about this matter. I am particularly interested in finding out if the new immigration requirements are written anywhere that I can access.
