Tom,
I respectfully submit that what you described in your response to Marsha Tait is NOT the AELSystem but the AELSegment. In my opinion, a "system" should include all of the segments, funded by federal money or not. That's part of the problem literacy advocates face. Policy makers can't get a handle on how best to address student needs because they don't understand how all of the system segments fit together. Heck, we don't even know. Until we -- the literacy field and policy-makers -- do get a handle on this comprehensive picture, we're going to continue to make ad hoc, and I assert inadequate policy.
