The non-scientific answer is something like this: about 40 states use their
K-12 agency to administer Title II, most of the others use their community
college/university systems (North Carolina, District of Columbia, Oregon,
Wisconsin, Mississippi, Washington) and several have placed the program in
some type of Workforce Development Department (Kentucky, Arkansas). Art

Although the current threads on research, funding streams, WIA, NRS, and 
enrollments are thought-provoking, I wonder if we might return to a topic 
David proposed a few days ago on this list, namely a discussion of where 
adult education does or should reside within each state's governmental 
structure (i.e. Departments of Education, Labor Cabinets, community college 
systems, etc.)

Perhaps this topic can serve as a unifier for the recent threads, as it 
seems to me that where the (bulk of) the funding originates--once it gets 
to the states from the feds, that is--necessarily impacts many of the 
issues list members are interested in.

I, for one, would like to learn from others about this topic.
