There is a perception that Title II WIA is the literacy system in the U.S. 
and that data that describe the Title II system, such as the NRS report, 
generalize to adult literacy in general.  This is not true for some 
states.  Title II in NJ accounts for about 13 million dollars.  Yet when we 
compute the amount that goes to adult literacy in NJ from all state and 
federal sources, we come up with about 100 million.  About 1/3 flows 
through the Dept. of Education, 1/3 flows through Labor and 1/3 flows 
through Human Services.  These figures are conservative because they do not 
include community college developmental skills courses or funds that go to 
adult literacy from programs that are not solely dedicated to literacy 
[e.g. some job training programs].
