Nancy,

I don't know how much power these individuals use--rubber stamp for 
Board?--but I think it possible that the only civil service hire is Ms. Gerri 
Fiala.  Anyway, they are another power center that forms a  conduit linking 
and coordinating (I assume) the efforts and agendas of NIFL, Labor, HHS, and 
Education.
