[NLA] Discussion: Andy's Proposal/NCL Policy Agenda

Andrea an I seem to be having what is referred to on the House and Senate floor as a colloquy on this list ...

On July 9th, Andrea suggested that the NCL should have a strategic plan that takes into account Andy's proposal and family literacy. I'll try to address that with three quick points.

1.  The NCL is advancing its current strategic plan -- the NLSI Action Agenda for Literacy. This year we've operationalized that from a policy perspective by working on our three Summit commitments:
     a)  Secure appropriations increase
     b)  Advocate for adult literacy provisions in technology, professional devleopment and welfare reform policy
     c)  Develop omnibus literacy legislation (which feeds WIA reauthorization)

2.  As Marsha Tait said yesterday, the NCL is considering Andy's proposal. Specifically, the NCL Public Policy Committee -- a committee of the whole -- will hold a conference call next week. Subsequently, the NCL Executive Committee will receive a recommendation from the Policy Committee and will approve an issue position.

3.  Please keep in mind that Andy's suggestion is one possible strategy in an overall plan. While we must be responsive to current events, we must carefully weigh the allocation of very limited national, state and local advocacy resources so we have the greatest positive impact for the effort we as a field expend.

As committee chair, I am doing my best to remain neutral regarding Andy's suggestion so I can facilitate the discussion next week. That's it for now.
