Dear Marsha,
This is a summary of Christy Gullion's post of July 11, 2002.
1) 1998 $6.56 million/yr., Adult Education and Family Literacy Act
Mandate: a national resource for adult education and family literacy
programs including programs under Title I, Title VII, of ESEA (1965), the
Head Start Act, Individuals with Disabilities Act.
--serve as a national resource for adult education and literacy programs
--serve as a national resource for programs listed above which are almost
exclusively focused on children
2) 1999 $5 million/yr., Reading Excellence Act
(originally only for children, Andy Hartman changed this language
subsequently. See below)
3) 2002 (?) $2million/yr. (LIFT, see below) No Child Left Behind Act
(Reading First section)
Mandate:
--disseminate info on scientifically based reading research pertaining to
children, youth, and adults
--identify and disseminate info on schools, local ed agencies, state ed
agencies, that have developed reading programs....identify as
effective....
--support the continued identification and dissemination of info on
reading programs....essential components...scientifically
based reading research....children, YOUTH, and ADULTS..
( The language changed here to INCLUDE youth and adults as a
result of Andy Hartman's efforts)
. No Child Left Behind Act (LIFT)
Mandate:
--research scientifically based
--research....most effective ways of improving literacy skills of adults
with reading disabilities
-- how family literacy services...best provide parents...skills....to
support....children's lit. development.
This comes to $13.56 million/yr. under three mandates. More than half goes
almost exclusively to adult and family literacy efforts.
For Christy: Was number 2 folded into number 3? Renamed? Is it the money
with number 2/3 that Andy wants to give back?
For readers: I am sure there are holes in the above, others can fill them
in, this was a very quick job. ***Please*** correct what I have written so
we are all on the same page. What are the implications of keeping, not
keeping the $5 million/yr.? What future event would make trouble for NIFL if
they kept the money? What a new Board focused on child literacy might do
with it? What is the date of Andy Hartman's proposal? (I need to read it
again.)
