[NLA] current and future NIFL advisory board

In response to Daphne Greenberg's idea of changing NIFL's name: The site map
for NIFL (http://www.nifl.gov) includes links to the current advisory board
and contacts for them, including Griselda Flores, the White House Contact.
But, would an advisory board have the power to change the institute's name?
How binding is the advice they give?
About the nominees: I've been on-line looking for info. on the nominees.
While I can't tell how much any of them knows about adult literacy or ESOL,
the impression I get from the information on <some> is of a "back to basics"
agenda to make teachers and programs implement the conservative dogma around
reading and math instruction.
