[NLA] education system or human services?

Dear Judy,

I have never thought of literacy as a human service but as an entirely 
different activity.  However, I know the metaphors are against me on this 
one.  We speak of education "delivery" and human service "delivery."  Drives 
me nuts.  Literacy is not a commodity that can be "delivered."  What it is, 
though is beyond my brain at this moment.  Thanks for raising the question.
