[NLA] a proposal to "save" the NIFL

Dear Christy,

Thank you very much for providing information and context about the NIFL in 
your two emails.  I find this useful and illuminating.

I used Sondra Stein as an example because I associate EFF with her, I don't 
want to rattle anybody's slats into thinking that I am singling her out.  I 
simply wanted to know something about NIFL was run, managers, civil servants, 
and so on.
