[NLA] Discussion: Should the NCL make Andy Hartman's proposal a priority?

Andy or anyone who knows:I may have missed this but what are the implications 
of giving back NIFL funding. Has any Agency really done this? I agree that we 
must do something to bring our concerns to the top of the "list"...but giving 
back $$$...sure is a different approach. Is this like taking your ball and
