[NLA] ] a proposal to "save" the NIFL

I am behind the idea of Gail and Tom on this.  The idea of giving back 5 
million makes me choke.  We (NCL) should look into the possibility of 
incorporating it in a strategic plan that unifies all literacies from birth 
to grave.  Family literacy is the link.  

Maybe there are other facts, though, that haven't come out on the list.  Is 
there more information we should have?
