[NLA] Discussion: Should the NCL make Andy Hartman's proposal a priority?

I agree with Frederico that part of the rationale behind Andy Hartman's 
proposal is a bit disturbing and ferreting out the consequences of such an 
action requires more discussion, more voices. In the meantime, I have another 
question which I think Andrea may have already posed but has not yet been 
answered on the list. What is the mechanism to give back the money? Who is 
involved? What are the steps? Andy is no longer director of the NIFL. 
Wouldn't Sandra Baxter need to support such a move? 

I'm very glad that Andy took the risk of offering his proposal. Giving back 
$5mil is certainly a bold move that has energized the readers of the NLA.
