[NLA] Volunteers and credentials - advocacy wins!

Just a brief follow up to link us back to the beginning of the conversation.
You may recall the consternation in Texas because of the refusal by the state
director to allow waivers for non-degreed staff.
Well, the pleasure is in my report back to you that advocacy is a powerful
tool and through its good channels the situation has been reversed. There
has been a series of communications between the State Board Of Education and
the Texas Education Agency which has resulted in the following:
"Under the current rule, organizations do still have the opportunity to
request waivers from the staff qualification requirements. Exceptions to
staff qualification will be considered on a case by case basis (as they have
been for many years) based on the documentation submitted by the provider."
Fortunately this has been announced and resolved before many excellent tutors
and instructors lost they jobs or students lost good teachers.
