[NLA] Discussion: Should the NCL make Andy Hartman's proposal a priority?

Sorry but I'm not real savvy on the program design for NIFL and NCL while I
do have some inkling of what NCSALL is.
Can somebody please enlighten me? Are we duplicating effort(s) and would it
be more sensible to coalesce the energy ($$) into a more central agency?
Does anybody have any idea as to the "why" rationale for doing away with
NIFL?
I went back through the thread on this and still can't quite grasp it.
