[NLA] Discussion: Should the NCL make Andy Hartman's proposal a priority?

Dear David,


I think the NCL should figure out a strategic plan that takes account of 
Andy's suggestion and also looks at family literacy.  The idea of giving back 
money is a noble gesture but can't it be used as part of a larger plan?  Has 
anyone on the nla given back money?
