[NLA] a proposal to "save" the NIFL

I will support whatever the field decides in regards to Andy's suggestion. However I have one wonder: Are we risking losing NIFL by giving the money back? My worry is that the administration clearly does not care about adult literacy. If there is no child money attached to NIFL, is it possible that this will mean in the next year or two the dismantling of NIFL, because now that no child money is being funneled into NIFL, there is no need for NIFL to exist?
I guess that in my mind there are two ways to look at this:
1. The child money is drowning the adult focus and if we get rid of the child money, we will save the adult focus.
OR
2. The child money is allowing the adult focus to float, and without the child money, NIFL (and therefore the adult focus) will drown.
I am not politically saavy and don't know which is the more accurate depiction. If Andy feels that number one is more accurate, then we should follow his advice. However, if number 2 is also a possibility, then we need to be careful.
