[NLA] a proposal to "save" the NIFL

It's done.  As soon as there is concensus that the message sent by Andy 
Hartman be voiced in all parts, I will help with this project.  I feel we 
should be well-coordinated and specific by date ("within the next two weeks" 
being too broad) because earlier upon my call Senator Daschle's staff 
deferred my recommendation for an Iowa NIFL board appt. to Senator Harkin to 
do -- it was too LATE, but that was the politically correct way to do it, I 
was told by his staff.
