[NLA] Volunteers and credentials

I didn't give the full list of subject matter and professional
standards, Andrea (they are extensive, and can be found in the regs
posted on the website I gave), but just a sampling to indicate the
breadth and depth folks tried to imbue the Mass license with.

I must have missed soemthing.  Is there a requirement for knowing how
to 
teach first languge reading and writing?
