[NLA] National Literacy Day

Gloria, I'd be interested to hear more about why you feel a Literacy Day
should be scheduled around legislative calendars.  I can see a benefit, but
most any day would have some benefit.  I think of holidays as
commemorations, not strategies to advance policy, though I have no
objection to using a holiday that way.  If Congress were NOT in session on
Literacy Day, my congressman would be home so I could talk to him. 
September 8 is Frank Laubach's birthday.  International Literacy Day
commemorates his work worldwide, and also draws attention to the cause. Is
there anyone else who has contributed on such a scale that should be so
honored? I honestly don't know.
