[NLA] National Literacy Day

Regarding when is a good time to celebrate a Literacy Day, I think it is
important that it falls during a time when legislators are in their home
states so that they can be part of the celebration and see firsthand
what projects are about. 

Since I have done some research in this area, I thought it might be
appropriate to share the information with the list.

This is information I received from Senator Diane Feinstein's office
regarding this topic:

"senate recess is august 5-sept. 2nd; october 4th -december (dates yet to
be
determined)"

>From Congresswoman Ana Eshoo's office this information:

"I'm looking at the legislative calendar and the target adjournment looks
to
be in the beginning of October.  However, it usually goes a few more
weeks
beyond the target.  But this is a campaign year which means that they
usually adjourn earlier than "off" years.  In fact, last year, Congress
was in session an unusually long time and did not adjourn until just before
Christmas.  It's more common to finish in "off" years in the middle of
November around Veterans day (I think that's November 11th).  

All that said, if you want a date that you can duplicate year after year,
I think it's better to shoot for sometime in November or December, after
the elections and after the normal adjournment time.  Another good time is
August if you are in session then - Congress is out all of August every
year.  I'm not sure how the state legislature works, but I think their
budget is supposed to be done at the end of June or July so August would
probably be a good time for them as well.  One last suggestion is
virtually any week that has a federal holiday - usually Congress is out
of session
during them.  I think Labor Day is the exception because they are out for
the month preceding it."

So that's the word from two California legislative offices.  In an
earlier post I wrote that I thought the week of Labor Day might be a
good time to celebrate, however, upon rereading the above info. I see
that it would not be.  Oh well.

If anyone else has more or different information regarding the
congressional recesses to share with the list I would appreciate seeing it.
