[NLA] Specialization in Adult Education (a little long)

Dear Deborah,

This sort of popped up when  Art from Georgia and Sandy from Pennsylvania 
compared testing experiences.  I think it came down to who the students were, 
ABE or GED; both groups wanted adult literacy for their own goals, but the 
two groups responded to testing in different ways.  This seemed to point to 
different programs.

Both you and Nancy see volunteers as crucial.  Because you couldn't afford 
paid staff?  Or because the volunteers give something different?  

Where do credentials come in here?  (Except as an impossible requirement for 
volunteers.)

I wonder how other teachers/administrators see these issues, and what they 
would prefer for teaching staff.  Maybe it doesn't make a difference.

Thanks for your reply.  I'm trying to think how vouchers would work in here, 
and I can't quite make a fit.
