[NLA] an obstacle

One of the obstacles that I see for us as a field, is that the current administration demands empirical evidence for its educational decisions. While I think that this is something we can strive for in the adult literacy field, the unfortunate truth is that right now, we have very little of the type of evidence that Bush et al are looking for. The reason for this is that the field has not been funded to do the types of research projects that would produce the types of evidence that they need. So, I think that in our thoughts about strategies, we also need to make a case for the fact that our field should not be penalized for not having the type of research activity that exists in the child arena. Instead, the focus should be on giving us money to conduct the type of research that needs to be done.
