[NLA] NIFL and childhood reading

Gail is correct. The funding for the activities relating to acquisition of
reading skills in early childhood is an additional appropriation that comes
to the NIFL through the Reading Excellence Act and, beginning in FY 2002,
Reading First. Since 1999, NIFL has received $5 million annually for this
effort. It is important to note that under Reading First, this funding may
be used to disseminate information on reading research relevant to children,
youth, and adults. Christy Gullion has posted a response to Dr. Smith's
concerns in a message dated January 24th that more fully explains the
appropriations made to NIFL and their purposes.
