Hello, Mr. Bickerton:

Some quick questions regarding your most recent note on adult 
education as part of a new "social contract": what would such a 
system look like?  Would it be the same system we have now only with 
more support--financial and social?  Would it be compulsory--as in 
the K-12 system, which mandates according to age--for those adults 
who have not yet achieved a "minimum level of skills?"  Or would it 
be like universal suffrage--i.e., it is a citizen's right and 
responsibility to vote but not her legal obligation to do so.
