[NLA] NIFL Board nominees

I think in the interests of not getting bogged down in voting on nominations 
we instead push for 1) nominees that reflect the focus of NIFL as legally 
mandated and 2) a voice for major organizations in our field, such as NCL, 
VALUE, etc. to propose nominations.  They can then open a discussion on the 
nla list that asks for names form the field.  DD
