Andrea - you sure are a tough interrogator Who am I?  What do I do?

First about the lurking.   I have popped up a few times in the past.    Over
the years I gained the appreciation of this group as I said before.   I felt
that the issue(s) that you are now facing with cut-backs and the success that
you have shown in MA and NH or VT  in presenting your position indicates that
you are all honest, hard working, well intended persons, who at least deserve
a cheering section.

I am also impressed with the very broad range of cooperation that is on this
list. Many years ago I was doing some research on freeway operations for the
Nation Cooperative Highway Research Board, Freeway Operations Project .   I
called a person in LA.  He told me not to worry they would set up the
meeting.  They had local highway department, state highway department, local
and state police,  fire, planning, and Auto clubs.   After having dealt with
many other state and local highway men I was impressed that these people
really wanted to solve problems; and they all new each other!

I see the same thing here.  It's like wearing a Yankee's cap.  We all want to
associate with winners.

A little more.  About three years ago I started a community program with the
local middle school.  In the program were two or three students with some very
severe problems.  One was a 15 year old seventh grader who had to that time
not read a word.  This got me into the problems of teaching reading.  I
searched the web for support and found this list among others.  And the rest
is history.

(The above gives a dribble about me. More to leak later when it gets cleared
by authorities.  )
