Your key question hits on another variable that I think is routinely ignored,
that is, the GROUP nature of low adult literacy. People are part of groups,
and this country is composed of many groups scattered over the landscape,
they vary regionally, that's for sure. I think people should focus on
describing and sampling within groups, have the group the unit of analysis.
My question grew from reading Amartya Sen's work, which focuses on freedom
and choice. Adequate food, education, and medical care assure elementary
functioning in most societies. But who is below that line (which could be
called a poverty line) and not choosing adult literacy? Is this group
different from others already in classes? In what ways?
