[NLA] [NLA] Leave no child behind

Colleagues:  

Another policy question.  President Bush says "Leave no child behind."  What 
is the other part of the sentence? eg, "Leave no child behind because...."  
or "I believe that...  xyz; therefore, leave no child behind."
