Colleagues:

Deos anybody have an idea of who, demographically speaking, is NOT choosing 
to become literate/more literate?  This would  refer to low literacy adults 
who are not in class nor in line waiting for a class to open up.  I am 
interested in finding out about those who are NOT CHOOSING adult literacy.
