[NLA] Meeting Adult Literacy Needs: Reality vs Rhetoric

This isn't a precise reply to your post, but your name popped up on the 
screen, so there you are.

I have been using for my work "Development as Freedom," by Amartya Sen.  In 
front of me now is the chapter "Poverty as Capability Deprivation,"  ready to 
go for tomorrow.  Perhaps you know his writing and thought.  In brief, he 
draws a line between freedom and I guess what you'd call unfreedom.  In the 
unfreedom category is illiteracy and lack of health care, for 2 examples.   
He talks about the importance of democracy as a means and an end for human 
development.
