[NLA] incarcerated youth and prisons

NLa List, As an advocate for many years, the hardest sell was prison literacy
in any form. Every year we went through the same hassel. "Why fund education
for the incarcerated? Most of them will be back in jail anyway."? I can't
tell you how often I heard this. The Fy2003 budget again shows this
attitude...There are those in the House and Senate who just refuse to
support this kind of Literacy, Ironically, some of these are the same people
who fund all kinds of pork barrel projects back home. I'm not sure which
argument for funding will work best this year. But good luck to anyone who is
trying. JC
