[NLA] incarcerated youth and prisons

I am n ESL coordinator and a jail educator and our funding comes directly 
from the school districts where the incarcerated youth resided at the time of 
his or her arrest. 
 We have full time teachers in various subject matter employed and the kids 
have several options for educational tracts, but we are basically an 
alternative high school where the minors can obtain a GED or continue with 
regular school work sent by the district and overseen by our teachers.  
Moreover, we employ adult educators through BOCES who administer educational 
services to the adult population and this money comes from the adult 
education act. This may be why there is no explicit funding in the FY2003 
budget.
