[NLA] a request about acronyms

Hello everyone. Can I make a request of those folks who have a lot more 
experience in literacy and policy than me?

Please provide an expanded version of acronyms the first time you use them. 
Thereafter, you can use the acronym. It makes it very difficult to 
understand what is being discussed when I don't know the organizations and 
agencies that are being referred to.

For example . . .
Department for Adult Education and Literacy (DAEL)
Office of Vocational and Adult Education (OVAE)
The Adult Education and Literacy System (AELS)
