[NLA] Meeting at DOE

Colleagues, Yesterday I met briefly in a very cordial meeting at the 
DOE with Hans Meeder, Deputy Assistant Secretary for OVAE.  Formerly, 
he worked with the now-retired Rep. William Goodling, so he knows a 
bit about adult literacy and family literacy issues. He told me that 
DAEL, as a free-standing division within OVAE, is NOT in any 
jeopardy, that correctional ed activities are being pulled under DAEL 
(not the other way around as had been rumored), and that the 
Department remains firmly committed to adult education and literacy. 
I understood that OVAE will be addressing two main questions as it 
works the adult education and literacy front -- how to make current 
programs more effective (enhance quality and scope), and how to more 
fully use current delivery systems for ABE/literacy service (to bring 
about greater and more effective outreach). I was also advised that 
DAEL will have a new and heavy emphasis on reading research, and that 
it will not take a "phonics only" approach. What all of this means in 
a detailed sense I don't know, but I wanted to share what I learned 
to dispell some of the rumors awhirl.    Gail
