But you are right. There <isn't> a large enough umbrella to cover <every> literacy program from church to family to CBO, to correctional to ESL to ABE (which in a lot of areas have separate literacy instruction right within their GED-prep programs). There are a whole lot of raindrops/snowflakes (dependent on the area in which you live) that are falling outside the cover of the umbrella. Many of us have drastic need for stable funding sources. When the lack of funding becomes severe, the rain becomes a torrential downpour of "drops" falling on our heads.
The reason I <became> a subscriber to this listserv was for the purpose of <networking> - to be able to share truths about policies that are being drafted out there and not reaching us here in the isolated Midwest area. Is this network <still> "leaving anyone out"? You bet it is. I believe that the listserv idea is an excellent place to disseminate "news, advocacy efforts, and research". As long as it's inclusionary.

Does this matter? I don't know. How to explain this to congress people in a
way that won't make their eyes glaze over?
My primary concern is the creation of a literacy network that doesn't leave
anyone out and that is easy to explain to anyone interested. My second
concern is a mechanism for dissemination of news, advocacy efforts, and
research.
