[NLA] Policy regarding the use of AELS

Nancy,

The problem as I see it, and I have been bemusedly reading the emails, is 
that it looks like (I could be wrong) there is no umbrella or series of 
umbrellas that covers the whole field.  

Does this matter?  I don't know.  How to explain this to congress people in a 
way that won't make their eyes glaze over?

My primary concern is the creation of a literacy network that doesn't leave 
anyone out and that is easy to explain to anyone interested.  My second 
concern is a mechanism for dissemination of news, advocacy efforts, and 
research.
