[NLA] The AELS as its own system & OMB plan

Dear Tom,

I think we also need to share information so we are all speaking from the 
same script, as it were, even if we have different roles.  By this I mean 
basic knowledge about funding soures, adult literacy venues, the organization 
of federal (and state) bodies which are responsible for governing the AELS, 
and state and federal mandates.  Along with this we need to have some shared 
understandings about the needs students bring to the system, for example, to 
update job skills, get a GED, to begin literacy.  It seems to me that we need 
to accept and acknowledge multiple goals and multiple venues where those 
goals can be met.  I think this should become our "common knowledge" as 
advocates.

I am sure others can add to the list of what our "shared knowledge" might 
consist of.
