[NLA] Are You Being Served?

Are these programs for "adult education" or "adult 'basic' education"?
 
I've seen several programs for adult education, which includes continuing
education and corporate training among other strands, but usually only
includes a small component on literacy education.  
 
Does anyone know of an adult basic education degree program, or a degree
program whose focus is on literacy development for adult learners?
