Pam, If you will look at CAAL's publication, Leading from the Middle,
you will find estimates of adults presently served (4 million plus)
by the publicly-funded adult education and literacy system and
funding outlays, and you'll be able to quickly derive an estimate for
per student expenditure. That is one way to come up with a number.
In CAAL's Making the Case, page two of introduction, the estimate
given is $200 per student, a rather paltry sum, though it is
important to note that there are all kinds of qualifications. For
instance, in a handful of states, the amount would be substantially
larger because of heavy state investments in AEL (about $1,000 in
Massachusetts, I believe). The source of this latter information is
primarily the U.S. Department of Education. ( The bulk of state
funding for AEL comes from seven states.) You can find both CAAL
