[NLA] knowing, saying?

A little of both. Some great practitioners can practice and cannot articulate what makes their practice good, sort of like muscicians that play great by ear. At the same time, they could improve on their practice by learning some theory in addition to being able to articulate what they know and cannot express.
When I speak about theory, I am speaking at two levels. There is theroy that talks about how to teach, what model to use, etc. There is also social theroy that talks about context, ideology, etc. I believe that good artists need both to become better.

What does this have to do with policy? Plenty, I'd say. We need to
be able to speak to / about what comprises good practice, what
learning is and how it occurs. Enough of a struggle it is for us to
speak with one voice; we also need to be able to think about how we
communicate all this information to one another, to learners and to
policy makers.
