[NLA] AELS and Higher Ed

As the one who raised the issue to begin with about AELS and Higher Ed, I
just want to offer an observation about the many posts on the subject:
 
It seems clear that the present "system", if it is a system, allows one
thing for sure: Local/state "tailoring" of adult ed and literacy "systems"
as opposed to a "universal" (I would substitute "national") system. It is
interesting to see the passionate defense of the status quo, especially on
this list, where much of the time writers lambast what we have now.
