[NLA] Discussion: AELS and Higher Ed

Nancy,
Why do we need <one> distribution system that fits the majority even if it 
doesn't meet the needs of the minority? We have a number of such systems 
now, K-12, community colleges, etc. Is it necessary to replace a more 
tailored approach with a "universal answer"?
