Dear Colleagues,

Well, if I only had more careful reading skills I might have answered my own 
question about the NRS.

In brief, this is from Barbara Garner's article from FOB, June, 1999.

The NRS design  was implemented by the Pelavin Research Center of The 
American Institutes for Research.  It was overseen by Mike Dean of OVAE.  The 
purpose is to track post program outcomes as well as within program outcomes. 
 The designers anticipated that the core program indicators (levels) would be 
easy to track, and the program outcomes such as post-secondary education and 
training hard to track.  This has proved to be the case.
