Jay,

As an example of not talking down to policy makers, we might say (following 
my example of "Jenny") "Sudent reading and writing increases more when 
students write from their own experience rather than when they fill in 
workbook pages.  When they write from their own experience they can work on 
spelling, expression, reading and writing at the same time.  Students are 
also building on their own experiences in living, which they know better than 
anyone else, while workbook pages are designed commerically by other people." 
 That is pretty simple.  By the way, I would want to do further study around 
Jenny's experience before I recommended this approach.
