[NLA] New CAAL Project Welcomes Input

CAAL has commissioned an exploratory study of the state role in adult
literacy by *Jump Start* author, Forrest Chisman.  The scope of the
study includes trends in service provision, funding and resource
development, leadership and governance, policy development, program
improvement, coordination/integration of services, and other key areas.  

The project will be carried out over the next few months with two
outcomes expected by Spring.  One, an internal paper for CAAL, will
recommend options for an in-depth research and advocacy program designed
to help develop the state role in adult literacy and build political and
constituent support for adult literacy at the state level. In addition,
a CAAL *Issue Brief* on the state role will be prepared for public
dissemination. 

Mr. Chisman would welcome suggestions about what aspects of the state
role should be given priority attention, and what strategic
interventions by research or other action would have the greatest
leverage to bring about positive change. Suggestions for interventions
that build on successful experiences from the past are welcome. Advice
on on-going activities or creative ideas for the future will also be
helpful (things that planners and practitioners wish would happen but
that won't without some stimulus). No ideas will be considered too
trivial or too ambitious. To contribute ideas to the project, send a
