Appropriations Slowed
by Closing of House 
and Senate Buildings

Before shutting down for a security sweep, Congress passed a third
continuing resolution to keep the government running through Oct. 31. The
House and Senate convened on Tuesday. The Senate had not scheduled the
Labor-HHS-Education appropriations bill for Floor consideration at press
time.

New Chief of Staff
for OVAE

Assistant Secretary Carol D'Amico announced October 18 that David Holt will
serve as her Chief of Staff. Holt comes to OVAE from the Indiana Chamber of
Commerce where he served as Director of Education Policy and Congressional
Affairs. Prior to his tenure with the Chamber, Holt was a senior legislative
aide to Congressman David McIntosh and served the Leukemia Society of
Indiana as a Residential Program Director. 

Hartman Honored 
for Leadership

Former NIFL Director Andy Hartman received the 2001 Literacy Leadership
award from Literacy Volunteers of America at their annual meeting October 18
in Albuquerque. The award honors individuals who have demonstrated a
commitment and made significant contributions to adult education and
literacy, and who have supported volunteer, community-based and
library-based programs. Also participating in selecting Hartman to receive
the award were conference partners including the American Library
Association, Laubach Literacy Action, the National Even Start Association

Pennsylvania's State Director Cheryl Keenan announced recently that
practitioners can view and register for all professional development
activities delivered through her office online at
http://www.solutionwhere.com/ciu10anp  The catalog, including 2001-2002
course descriptions, schedules, locations and directions to the training
sites, can be accessed statewide. Categories include administration,
instruction, ESL, family literacy, learning differences, learning from
